Project Brief
This project consisted of a complete inspection and rehabilitation design of over 6,000 ft of concrete seawall that formed the perimeter of an airport and a residential neighborhood along Tampa Bay. Built around 1920, the seawall had extensive deficiencies including cracks and spalls, exposed and corroded reinforcing steel, and erosion of adjacent land. The inspection team was comprised of a registered structural engineer familiar with repair techniques, an experienced certified bridge inspector, and a landscape architect. Since this structure was necessary to maintain the integrity of the road, airport, and infrastructure landward of the wall, federal grant funding was desired by the City for repairs. After researching all known utilities, facilities, vegetation, and roadways in the immediate area, KCA was able to successfully coordinate funding grant applications with FEMA and the Department of Community Affairs. A complete report, including recommendations for repair, associated construction and engineering costs, permitting concerns, grant procedures, sketches, photographs, and an inspection video, was provided to the City in February of 1995. Based on the recommendations within the report, the City directed KCA to proceed with the design of repair plans. KCA developed a cost effective repair plan utilizing a combination of conventional concrete repair and the addition of riprap to fortify the existing structure. Additional savings for the City were realized with the use of salvaged concrete rubble in areas below the waterline combined with aesthetically pleasing limerock rubble in more visible areas. KCA coordinated with the permitting agencies including HCAA to ensure that construction procedures were in compliance with Airport height restrictions and scheduling. The design began in 1994 and was completed on schedule and within budget in 1998. The total construction cost was $1,900,000.
